INTRODUCTION
Regulation 25(1), Factories and Machinery (Building Operations and Works of Engineering Construction) (Safety) Regulations 1986) (BOWEC 1986) requires main contractors to appoint a site safety supervisor to carry out safety supervision on construction activities carried out in construction site.
Regulation 25 (2) of the BOWEC Regulations has stipulated that the site safety supervisor shall be a person competent to perform the duties prescribed in sub-regulations (3) and (4), and have qualifications approved by the Chief Inspector and at least experienced for two years as a construction site foreman. The Chief Inspector is the Director General of the Department of Occupational Safety and Health.
